World Classics Rules

The governing rule book for this event will be the Official Rules of Baseball (Major League Baseball)

EXCEPTIONS:

  • Use of EH and DH allowed in age groups 9-14
  • Use of EH only allowed in 8 Year Old Division
  • MLB Pitch Smart pitching restrictions enforced
  • Tie Breaker Rules listed below
  • Time Limits and Mercy Rules

TIME LIMITS

In Pool Play, if all regulation innings have been played or the imposed time limit has expired and the score is tied, the game shall be considered complete and will end in a tie.

In Bracket Play, if all regulation innings have been played or the imposed time limit has expired and the score is tied, the game shall continue using the Extra Innings guideline below. 

Extra Innings will be governed by the following:

  1. Each team will have the opportunity to bat with NO outs.
  2. Baserunners will be placed on 2nd base and 3rd base with the 2 batters in front of the proper batter in the lineup being placed on 2nd base and 3rd base respectively. EXAMPLE: If the proper batter is the 6th batter in the lineup, the 5th batter in the lineup would be placed on 2nd base, the 4th batter would be placed on 3rd base.
  3. Each team will bat until 3 outs are recorded. At the end of the complete extra inning, the team with the most runs will be declared the winner. If the game is still tied, the extra innings with the prior stipulations will continue until a winner has been declared.
  4. All substitution and courtesy runner rules remain in force.

Pool Play Tie Breakers

At the end of divisional pool play teams may be tied going into the final championship rounds with the same Overall Won / Loss record. The following tiebreakers will determine which team advances and in what order of finish.

  1. Winning Percentage – Descending
  2. Number Wins – Descending
  3. Number Loses – Ascending
  4. Tied Teams (vs. each other) Winning Pct. – Descending (more than 2 teams tied, skip this tie breaker)  
  5. Avg. Runs Allowed – Ascending
  6. Avg. Run Differential - Descending
  7. Coin Flip

RUN / MERCY RULES

Age Division Winner of Game Declared if any Team is:
8-12 15 runs ahead after 3 complete innings OR 8 runs ahead after 4 complete innings
13-14 15 runs ahead after 3 complete innings OR 12 runs ahead after 4 complete innings OR 8 runs ahead after 5 complete innings

  • An illegal pitcher must be protested by an opposing manager prior to a pitcher leaving the mound for a substitute pitcher. No protest shall be allowed after the pitcher is replaced of after the game is complete.
  • If an illegal pitcher is protested and the protest is upheld during a game, the penalty shall be the removal of the pitcher immediately.
  • Pitchers shall not be allowed to return to the game as a pitcher once removed from the mound but may play in another defensive position if eligible under the substitution rules.

PRE GAME WARMUP

All team pre-game warm-ups will only be allowed in designated warm up areas, or in the outfield of a ball field. No pre-game practice on any mounds or plates. Absolutely NO Soft Toss (including plastic balls) allowed into any permanent fencing within the complex.

TOURNAMENT FORMAT ALTERATIONS

The City of Southaven reserves the right to alter, change or abbreviate tournament formats, when necessary, in order to complete the tournament.

Safe Sport

NABF, as a national member of USA Baseball, in response to the formulations of Senate Bill 534 (2017) and with the support of the US Center for SafeSport – Team USA, have adopted the SafePlay Program which includes a background screen and abuse prevention training. Our goal is to create a clear culture of awareness to protect the participants in our sports, at all levels.

In partnership with the National Center for Safety Initiatives, LLC (NCSI), SportsEngine delivers the “Gold Standard” in background screening, protecting athletes and organizations by thoroughly investigating all subjects through a variety of national and local databases and search parameters.

What is required of all Coaches/Volunteers as of 2019?

1)  "Gold Standard" background screen, available through SportsEngine/NCSI

  • Note: This should be completed before the start of the upcoming season

2)  Abuse Prevention Training, available through SportsEngine's APS Training

How do volunteers complete the two required items?

If a coach has already completed the SafePlay verification/certification through another recognized youth baseball sanctioning organization the certificate must be presented at Team Check In.

EVENT GATE FEES

All City of Southaven events will have an admission charge for all persons age 6 or over, EXCLUDING players and up to 4 coaches per team. Children ages 5 or younger will be admitted free. Gate fees for this event will be:

  • $7.00 per day per person 12 years old or older or $25.00 for a tournament Pass. 
  • $4.00 per day per child 7-11 years old or $15.00 for a tournament pass.
  • 5 or younger Free
